CBO reports Public Sector Employees surpass Private Sector counterparts in earnings by an average of 16%

New Congressional Budget Office (CBO) reports that in general, Public Sector employees now earn an average of 16% more than their Private Sector counterparts.

In a Capitalist society, is this a healthy balance and approach? Or does this now represent a fundamental paradigm shift from the American philosophy that Government, which already is the single largest employer in the US, should not compete with the Private Sector?
